pub.dev will rate limit the publishing of packages

pub.dev has merged and deployed a change where it starts to rate-limit package publishing. Right now it has generously large limits, but eventually it will come down into the region where publishing all the packages we generate may be blocked. We may need a mechanism to rate limit it on our side.
