[Feature] Fill only empty budget lines

Pitch: what problem are you trying to solve?

Have certain budget cells filled already, but copy everything else over from last month (or the average, or whatever).
Currently, Actual overwrites whatever one has already entered when using the copy feature

I normally want almost everything to be the same, month-to-month, but I sometimes know about some area requiring extra money (e.g. in February my Search Engine payment is due so the Online Fees category gets an extra bump), or less (A lot of yearly Bills in January, no need to budget for those in February). I often fill these out months in advance, so doing it after copying is highly inconvenient.

I don’t have much React experience, but dabbled with it, and regularly work with TS, so this should be something I could implement myself.

Describe your ideal solution to this problem

YNAB 4:

Actual could have "copy and overwrite" at the top, and an "empty only" section below, both offering the same 3 options Actual currently offers.
