Add hpa support for datahub-frontend

Is your feature request related to a problem? Please describe.
The helm chart doesn't provide the K8S HPA configuration for datahub-frontend, then the only way to scale this component is in a manual and static mode.

Have the k8s hpa configuration as it was introduced for datahub-gms.
