Release datahub-0.4.31 fails to deploy becaue of missing Docker Image tag

Describe the bug
When deploying datahub-0.4.31, the image acryldata/datahub-postgres-setup cannot be pulled, because the tag v0.14.1 is missing.

To Reproduce
Steps to reproduce the behavior:

1. Start Helm Deployment
2. Pull of image fails

Expected behavior
The image should be available

Got the same issue today, checked docker hub and indeed there is no v0.14.1 image.
