uploads.json endpoint returns 500 internal server error for some courses

What is happening?

We're unable to see the uploads for Wikimedia_Nigeria/Monthly_Outstanding_Editor_Recognition_(April_2024_-_March_2025) course. Apparently, the uploads.json endpoint returns 500 internal server error, and the site keeps loading for ever.

To Reproduce

Steps to reproduce the behavior:

1. Go to uploads tab for course Wikimedia_Nigeria/Monthly_Outstanding_Editor_Recognition_(April_2024_-_March_2025)

Expected behavior

Files uploaded to Wikimedia Commons should appear.

I found this by chance and created the issue so it doesn't get lost, but I didn't investigate what's going on. But it's related to uploads whose file_name does not begin with “File:" and make pretty_filename fail.
For example: File%3AA+sunflower+%F0%9F%8C%BB%F0%9F%8C%BB+in+Kaduna+Polytechnic%2CSabo+Campus.jpg
