[TF2] The Smissmas 2015 Festive Gift claims to be equippable by all classes in the inventory, but isn't.

In the main inventory page, right clicking the Smissmas 2015 Festive Gift presents the option to go to the loadout of all of the classes, implying that it is equipable. This appears to be because the item has "used_by_classes" in its items_game.txt section, but no "item_slot" "action".

It would be nice for some players, who like to customize their loadouts with silly action items, to be able to properly equip it, or at least for these items to have the correct context menu.
