The Summer Starter Kit and the Summer Adventure Pack are both set up to be equippable in the action slot, but have no classes assigned, preventing them from actually being equipped. This issue can be found in items_game.txt, where they have "item_slot" "action", but no "used_by_classes".

This is, while only a very slight annoyance, frustrating to players who like to use this slot to customize their loadouts.
