Does stream URL change in any manner?

Is stream URL changing often or occasionally? I want to use hash of the stream's url string to temporarily identify the blobs in storage, at least for a time of some AI experiments so could be like few minutes or even few days - hard to say application I am doing is just an experiment or dotnet training as a whole ;-)
