Improve the overall release publishing process. This enhancement should cover the following topics:

Documentation of the release process. In particular update the AUTHOR_GUIDE
Add an automated or semi automated release script
Add an release workflow / GitHub action
Add a release badge on the README
Add direct download url to latest release documents.
