Upgrading the version of HAProxy

Hi everyone,

I saw that an attempt to upgrade the version of the HAProxy base image was made, but unfortunately reverted.
Is this still something that is being worked on? The old HAProxy image has accumulated quite a few CVEs at this point, and even though those probably are irrelevant for docker-socket-proxy, it has become a concern in my organization.

It seems the reverting point has been solved, so the latest newest version can be proposed. Please do the PR.
