Is it feasible to enable updating of the English of Spec files alongside these languages? For example, a translator notes that something is being mis-translated in a lot of places because of the English phrasing chosen, and so they could go to the English for those and propose a new phrasing for the English description. Council would clearly need to give due diligence to whether that rephrasing of the existing English was helpful and beneficial. This would turn this more into a spec updater rather than just translator. Not sure if that is feasible at all given the way it works.

Yes, and It's something I want to do. Very often the English isn't especially clear and precise, and the act of attempting to translate it may make it clear that changes must be made.
A change to the English by someone working on another language may end up invalidating some of the other translations that were made from the original English.
