Choose Timezone (Dont always pull from Device)

My devices timezone is somehow messed up by using a dual boot.
Both OS show the right timezone to me but in pendulums and other application it pulls the wrong timezone.
So it would be nice if I could just choose a timezone to overgo this problem.

This is a nice feature but needs a lot of fundamental work. I'm currently working on Pendulums 2.0 changes that you can track on #99. So I don't know when I can schedule it.
