Feature description

As we sometimes oversee new issues or discussions, in particular from externals, due to the large number of issues or currently low frequency of checking discussions, we should implement a bot that informs us on new developments to be classified in urgency and distributed to a responder.

We can probably use the "Watch" feature, next to the star or fork buttons on the landing page of the repo, and set it to "All activity".

I think it could still be nice to add a bot for that, i.e. we could pipe those messages into a mattermost channel so we can use reactions to claim/assign issues or similar. Also this reduces the number of Emails we all would get.

I already use that but that's far too unspecific and I feel that many things cannot be customized -- which could be with a bot though.

Quick Questions:
Do you just want notifications for specific things? Or even more? Many Githubs use Bots for several things and i could take a look.

Otherwise Github offers webhooks, which should solve certain event->Notification.
Who should get these emails? I don't think everybody on our team should get a new issue notification.
