defines this prefix but doesn't use it
@prefix oml: <http://data.europa.eu/m8g/> .
on the other hand, you need to define and use a prefix for http://openml.org/openml#, so the ontology terms use prefixed names:

<http://openml.org/openml#Collection> a owl:Class;
  rdfs:comment "A collection is a group of task or runs to easily refer to them and share them with others."@en;
  rdfs:label "Collection"@en .
