What are those statements supposed to do?

This is the point where future versions can add their variations.
In the current version, these are decided to be exactly one way; but the code is structured in a way the plan can be seen, and the variations activated right there (as opposed to be reconstructed from documentation).

This software is about cryptography in real-life. Such a "code style" and all those "future extensions" all of the source code does not improve the credibility of the software. You can assume, that the PTB will read your source code, too. Because they read our source code and asked very specific questions about it and we just did very normal crypto ;)
