Cookbook repo issues should be addressed before gallery showup

We had experienced an issue recently (in late 2023 as part of some community events) that when a new cookbook is added to the gallery (or existing ones get modified), problems that couldn't be caught at the individual cookbook level occurred in the gallery level. We may need to explore ways to reduce this and catch issues at the repo level.
