Do we differentiate the fields that we check for ontology metadata based on their status (i.e. active, orphaned, inactive).

This came up recently with Vario which does not seem to have a public repository URL but Vario is considered orphaned.

First of all - why are orphaned ontologies checked for whether they have a repo URL? And if there is a reason, why did this not failed before the pull request that changed totally unrelated metadata
