Currently the checklist output only contains "Step 1 : Check SBOM and dependencies for vulnerability" when the VulnerableDependencyChecker doesn't find any vulnerable SBOM packages. This can be confusing since the pipeline always checks the SBOM and dependencies.

We should consider updating the output to always contain that Step 1.
