Submit draft -> cancel transaction stuck in "pending" state #918

When drafting a proposal and going to click "Submit Draft", if I cancel the transaction confirmation modal, then the submit button is stuck in a perpetual loading state.

Expected

I would expect to be able to cancel the confirmation modal and loading state stop so I can click "submit draft" again.
