There are a few items left to make Release action more useful.

Feature

  • Scheduled released for every other Monday
  • Make Slack notification go out when release happens

Documentation

  • Modify exisiting documents on Wiki
  • Documentation about how to debug the action

ci: add scheduled release (#1364)

### Description of Changes
Disable autogenerate for github release so the log generated from
conventional commit plugin can be placed, add scheduled release

### Notes & Questions About Changes

Note that the automated release will happen even on holidays 

### Validation / Testing
It is hard to test actions! 🙃
