Add documentation about whether/how VEDA should be cited by researchers using the service

It would be helpful to add documentation about whether VEDA <Hub|Data Catalog|Dashboard> expects to be cited by researchers using the service and, if so, what the citation format should be.

@smk0033 have we added Zenodo on the VEDA docs, or is it only mentioned in the MAAP docs (https://docs.maap-project.org/en/latest/science/oss_documentation.html)

+1 that we should have a how to cite VEDA

I know I haven't added anything to the VEDA Docs. Poking around in their docs site now and I don't see anything on Zenodo there

I can also work on citations! I think there's a general citations ticket for the docs somewhere on the MAAP board
