Community Patch v. 0.2.1
Added Trait defines for a free capital building and free buildings in a select number of cities. The latter modifies the existing trait - not defining the 'NumFreeCities' trait will allow the trait to function normally (i.e. for all cities). Both now also have a prereqtech option (like the FreeUnit trait) so that free buildings can be unlocked gradually. Players cannot give a civilization more than one free building this way (one in capital, one in all/select cities), given the way the existing and new functions work.
Also added a granular option for Era and HandicapInfos to allow players to decide how many starting defense units Minor civs should have. This will allow players to help Minors in the early game. All new functions are listed in the CoreBalance.sql file of the Community Patch mod.
