Rename kzgpad util binary to something more fitting #1088

Use case and current behavior

kzgpad encodes a byte array into a bn254 field elements array. It has nothing to do with kzg.

Enhancement

We should rename the name to something more fitting, perhaps: bn254pad or convert2payload?
