We have a issue in Custos which is Airavata IAM framework where this will be handled..apache/airavata-custos#400

In the interim we will have a manual operation through a Anonymous user group to which every one is added and we will move them to gateway users as we do now..

Initially the restrictions for the anonymous users may also be a bit loose.. but we will tighten this as much as possible.
