Jit Marketplace minimum integration

The first iteration of Marketplace will test that we are able to integrate the skeletons of all the projects, without actually executing any transactions. To be ready for this the sequencer needs:

• versioning #1637
• Add Auction Types #1726
• Marketplace BlockHeader::new Implementation
• AuctionResultsProvider Implementation

dependencies

• Marketplace header upgrades HotShot#3480
• Minor change to AuctionResults trait to allow multiple URLs HotShot#3460

Note that most remaining changes not linked to above are available in #1696, and simply need to be factored into one or two smaller PRs.
