Upgrade plans to latest release of ophyd-async

Description of the Issue:
The current version of ophyd-async is outdated, potentially causing compatibility issues and missing features. Upgrading to the latest release ensures improved performance, compatibility, and stability for our systems.

Acceptance Criteria:

1. ophyd-async upgraded to the latest version with resolved dependencies.
2. All unit and integration tests pass with no regressions.
3. Compatibility with existing systems and workflows is maintained.
4. Deployment to p46 is successful without disruptions.
5. Documentation is updated to reflect the changes.

We should note that https://github.com/DiamondLightSource/htss-rig-bluesky/blob/main/src/htss_rig_bluesky/devices.py is old and has been supplanted by https://github.com/DiamondLightSource/dodal/blob/main/src/dodal/beamlines/training_rig.py, so as part of this ticket you need to include any devices present in the old version in the new version.

• Plans in https://github.com/DiamondLightSource/htss-rig-bluesky/tree/main/src/htss_rig_bluesky/plans are imported into blueapi here https://github.com/epics-containers/p46-services/blob/main/services/daq-blueapi/values.yaml
• The plans can run and work as expected
• Everything in the scratch directory is on a tagged release or main
