docker-ucsb-4 and docker-dev-ucsb-1 are running on Ubuntu 18.04 and should be upgraded to a newer operating system.

The VMs may be deleted and replaced by a newer OS as part of the HA conversion (#1) and/or rename process (#38).

I upgraded both VMs to Ubuntu 22.04
