On Windows, you must also add the program that does the signing. I will update the documentation later.

git config --global gpg.program "c:\Program Files (x86)\GnuPG\bin\gpg.exe"

I think the GPG setup tutorial should rather be removed, we don't require this anymore. I stopped using GPG myself because it's too clunky.
