Remove it from Master/packages/ and add to instructions for those who want to run tests, on where to get it. Namely: https://archive.codeplex.com/?p=wcfmock

Also either have it already installed on the build VM in Jenkins or have it downloaded at build time, via wget or whathaveyou.

This will break the unittests on Jenkins. Not sure exactly how to copy it in right now.

We can have a binary distribution of it along side the release (from the releases page) then have Jenkins grab it, crack it open and put it where it needs to be on the build VM.

Effectively, having Jenkins do what we have the end user do.
