Allow specifying LHR and RHR of polygon interior rings

• See if CCW formula can be simplified: http://stackoverflow.com/questions/1165647/how-to-determine-if-a-list-of-polygon-points-are-in-clockwise-order
• Enable LHR and RHR to be specified
• By default, see if it's possible to use whatever rule was originally supplied if it is maintained. If it breaks one rule or the other, default to what ESRI says is the correct.
