[PE-D][Tester C] Application accepts invalid phone numbers

Able to add invalid phone number that is too short as only requirement for phone numbers is a minimum of 4 numbers.

Perhaps consider a more comprehensive way to check for phone numbers especially since one of your commands is to copy the phone numbers for further use
