Work with NASA VEDA admin to enable cost allocation tags

The cost allocation work for NASA VEDA hubs is incomplete, as the cost allocation tags have to be explicitly enabled. We need to work with @freitagb to enable these.

We think he has the access needed for this, but he requested help from someone to walk him through it. This issue tracks that work.

Definition of Done

• Cost allocation tags are enabled for NASA VEDA, MAAP and GHG Center Hub AWS accounts

@freitagb let's first check to see if you have access!

1. Go to https://us-east-1.console.aws.amazon.com/costmanagement/home?region=us-west-2#/settings (login with your creds for AWS SMCE VEDA)
2. Do you actually see options, or only Account settings are only available for Payer and Regular Accounts.?

If you only see that text, it means you don't have creds either and we need to find someone who does
