[victor] Add 8 CPU resource allocations

Context

The hub has options for ~4 and ~16 CPU profiles with various RAM allocations, but would like an intermediate option for ~8 CPUs with ~32 and 64 GB of RAM.

They would also like to remove the smallest allocation of ~3.7 CPUs and 1.9 GB RAM.
